State Representative Elgie Sims (Chicago) introduced a bill in the Illinois House recently (HB 5663) which, if adopted, would only allow contractors the ability to perfect and pursue mechanics lien claims when they have a written and fully executed contract in place for their work on a project. If the bill is adopted as proposed, it will have far reaching consequences for those in the construction industry, and the introduction of the bill alone further stresses the importance of having fully executed written contracts in place before performing work on construction projects.
